Would best fit a size US 4. 
Material has stretch and has a zipper closure. Fitted through the waist and flares out at the hem with a mini train. 
There’s a small hole on the hem in the front as shown in the last photo. Not visible when worn and sold as is. 

30 inches around armpits and stretches to 34 inches 

23 inches around waist and stretches to 28 inches 

32 inches around hips and stretches to 38 inches
