Would best fit a 26” waist. 
Waistband doesn’t have much stretch but the rest of the pants do. 
Low rise with bootcut legs. 

Around waist : 29-31.5 inches

Rise : 8 inches

Hips : 34 inches and stretches past 40 inches

Inseam : 30.5 inches
